The History of LMC

Norfolk and Waveney Local Medical Committee (LMC) represents all Norfolk and Waveney GPs; this is a statutory function that goes back to the National Health Act of 1911. Although there have been countless changes within the NHS and community care, LMCs have been the single element of continuity throughout all the reorganisations since the NHS was established and their key roles have been maintained in successive Acts of Parliament.

LMCs, of which there are some 120 stretching from Orkney to the Isles of Scilly, are totally independent of the NHS and the Government, are run for GPs by GPs. This is because GPs are not “employed” by the NHS but are “independent contractors”, which is to say they and their practices operate “franchises” on behalf of the NHS subject to contractual terms and conditions that are regularly renegotiated nationally and locally. This means that the services available to patients from their GPs on the NHS are determined by what government and commissioners decide to contract GPs to undertake. 

GPs are “principals”, “salaried” or “freelance locums” but whatever their contractual status they have the same qualifications and experience. The 1999 NHS Act extended the LMC role to include representation of all GPs and all GP contracts (General Medical Services (GMS), Primary Medical Services (PMS) and Alternative Provider Medical Services (APMS)), provided they pay the statutory levy.

LMCs have strong links with the British Medical Association (BMA) through the General Practitioners Committee (GPC). The BMA is the Trade Union for GPs. The GPC itself comprises of elected GP representatives from all regions of the UK and a two-way dialogue operates with the views of local GPs being relayed to the GPC by LMCs, in return for news, guidance and policy from the centre.
